With profound sadness, we announce the passing of Suzelle Dominique Koutouan-Rutty, who departed from this world on June 15, 2026. Born on December 9, 1979, in the vibrant city of Abidjan, Ivory Coast, Suzelle's journey began in West Africa, where her early years were filled with the warmth and love of her mother, Francoise Mangou, and her extended family. Suzelle's life was a tapestry woven with the threads of love, resilience, and dedication. At the tender age of 13, she embarked on a new chapter, moving to the United States to live with her aunt and uncle. Embracing her new environment, she learned English and pursued an education that culminated in an associate degree from Orange County Community College. A woman of remarkable compassion and strength, Suzelle dedicated her career to the New York State Office for People with Developmental Disabilities (OPWDD). Her journey with the organization began in the Youth Opportunity Program, where her unwavering commitment and kindness touched countless lives. Rising through the ranks to become a supervisor, she was deeply admired by her colleagues and cherished by those under her care. In a marriage that spanned 26 beautiful years, Suzelle shared an unbreakable bond with her beloved husband, Atcliffe Anthony Rutty, affectionately known as Tony. Together, they built a legacy of love and partnership, nurturing a family that became the cornerstone of her life. Suzelle was not only a devoted wife but also Tony's best friend and confidante, sharing in every joy and challenge with grace and humor. Suzelle's heart belonged to her children—Ketura, Kenania, Eliana, and Elijah—whom she loved with all her being. Her nurturing spirit and unwavering support shaped their lives, leaving an indelible mark on their hearts. Her legacy of love extends beyond her immediate family, reaching her cherished mother, Francoise Mangou, her mother-in-law MaryAnn Rutty, her uncle Mangou Koutouan, and her aunt Rinnay Carney-Koutouan. Suzelle is also survived by a large, loving family of brothers and sisters-in-law, uncles, aunts, nieces, nephews, cousins, and countless friends both in the United States and in her homeland of Ivory Coast. Among those who held a special place in Suzelle's heart was her dear friend, Dora, whose steadfast support and friendship were a source of comfort and joy throughout Suzelle's life. Suzelle was predeceased by her maternal grandparents and several aunts and uncles, whose memories she cherished deeply. In this time of mourning, Suzelle's family wishes to extend their heartfelt gratitude to all who have shared in her life's journey. Her presence will be greatly missed, but her spirit will live on in the hearts of all who knew and loved her. As we reflect on the life of Suzelle Dominique Koutouan-Rutty, let us remember her as a beacon of love and kindness, a woman whose dedication to her family and her work left an enduring legacy.
