Springfield, Massachusetts, welcomed a light into the world on October 28, 1942, when Ruth Anne Wagner was born to Ulysses S. and Phyllis M. Baker. On April 21, 2026, that light gently dimmed as Ruth Anne departed this life, peacefully in her sleep, at the age of 83. Her journey on Earth was a tapestry woven with love, resilience, and an unwavering commitment to her family and community. Ruth Anne's early years were spent in Springfield, where she cultivated a love for learning and music. She graduated from Swansboro High School in 1960, proudly cheering, "Go Pirates!" before pursuing higher education. Her passion for English led her to East Carolina University, where she earned an Associate of Arts degree. With her education and compassionate spirit, she devoted herself to the VISTA program, teaching English in the heart of Appalachia. Ruth Anne's professional life was as varied as it was rewarding. She briefly worked as a substitute teacher before dedicating over two decades to the Solano County Welfare Department, where she helped countless families as an Eligibility Worker. Her career further expanded when she became a Technical Writer at Explosive Technology and later contributed to the UCD Alzheimer’s Care & Diagnosis Center for a decade, offering support and guidance to those in need. In addition to her professional endeavors, Ruth Anne was a vibrant presence in her community. She served diligently as a choir member and on the vestry at both the Church of the Epiphany in Vacaville and Grace Episcopal Church in Fairfield. Her commitment to nurturing young minds was evident through her involvement in the PTA at David Weir Elementary. Ruth Anne found joy and camaraderie at The Wednesday Club of Suisun, where she was cherished by all who knew her. Music was a lifelong passion for Ruth Anne. From playing the accordion in her junior high marching band to participating in her high school glee club, she filled her life with melody. She continued to share her voice in choirs, community theater, and even spontaneous car ride karaoke sessions with friends and family. Ruth Anne's personal life was blessed with love and companionship. She was first married to James H. Harris, with whom she raised two cherished sons, Stephen W. Harris and James 'JJ' Harris. After James' passing, Ruth Anne found love again and married Richard "Phil" Wagner in 2015. Her family grew with the joy of three grandchildren: Maddie, Jasper, and Chris, who were her pride and delight. Ruth Anne was predeceased by her beloved parents, Ulysses and Phyllis Baker, her brother Paul, and both her husbands. She is survived by her sons, Stephen and JJ, her grandchildren, her dear sister Vesta and brother-in-law Rob, and a multitude of nieces, nephews, cousins, and lifelong friends who will forever hold her memory in their hearts. A celebration of Ruth Anne's life will be held at Grace Episcopal Church, located at 1405 Kentucky St, Fairfield, CA 94533. In lieu of flowers, the family kindly requests donations be made to the Leukemia & Lymphoma Society, honoring Ruth Anne's legacy of giving and compassion. As we bid farewell to Ruth Anne Wagner, we remember a life filled with song, service, and an enduring love for her family and community. Her spirit will continue to inspire all who had the privilege of knowing her.
