Norene Charlotte Rice, born on December 18, 1942, in Severna Park, Maryland, graced the world with her warmth and kindness for 83 beautiful years before passing peacefully on June 8, 2026, in the comforting embrace of the Senator Bob Hooper House in Forest Hill, Maryland. Her journey through life was marked by compassion, faith, and an unwavering devotion to her family, leaving behind an indelible legacy of love and kindness. Daughter of the late Charles B. and Jane C. Mangum, Norene was a light in her family's life from the very start. She shared a cherished childhood with her siblings, the late Jane C. Mulcare and Joseph W. Mangum, and is survived by her brother Charles B. "Buddy" Mangum, Jr., and sister Mary Ellen Stafford. Norene's life was further enriched by her marriage to Thomas R. Rice, Jr. in May 1962, a partnership filled with love until his passing in June 1974. Norene was the proud mother of two daughters, Norene Minnick and Ann Whiteford, who were her pride and joy. Her legacy continues through her grandchildren, Mark Minnick, Jr., Michael Minnick, Molly High, and Dillan Long, and her great-grandchildren, Vera Minnick and Parker High, who will be arriving in October. Her family, including numerous nieces, nephews, cousins, and friends, will forever remember her gentle spirit and infectious warmth. A dedicated nurse, Norene graduated from the James Rumsey Technical Institute's Licensed Practical Nursing Program in 1991. She devoted her career to caring for the elderly, working in geriatrics and retiring from Oak Crest Village. Her compassionate nature made her an exceptional caregiver, touching countless lives throughout her career. Norene's creative spirit found expression in writing poetry and drawing, pursuits she cherished alongside her enthusiasm for cheering on her beloved Baltimore Ravens. Her artistic talents and sporting passion were a testament to her vibrant personality and zest for life. Her family will forever remember Norene's compassion, her deep faith, and her unwavering devotion to those she loved. Her life was a testament to the power of love and kindness, and her memory will continue to inspire those who knew her. In lieu of flowers, the family kindly requests donations be made to the Senator Bob Hooper House, in gratitude for the compassionate care they provided in Norene's final days. The family extends their heartfelt thanks to the staff for their unwavering support and kindness. As we celebrate the life of Norene Charlotte Rice, we remember her not only for the exceptional woman she was but for the enduring legacy of love and compassion she leaves behind. May her soul rest in the same peace she generously offered to others throughout her life.
