Neal was the cherished son of Robert (Bob) H. Spencer and Eldora (Al) A. Spencer, both of whom preceded him in death. He is survived by his devoted brothers Rodney Spencer and Dennis Spencer. Rodney and his wife Janis, along with their daughter Morganne, shared countless memories with Neal, as did Dennis and his wife Nancy, and their two sons, Bruce and Benjamin. Neal's family was his foundation, and his legacy will continue to live on through them and his extended family of many cousins.

Each role contributed to his varied expertise and deep appreciation for craftsmanship and hard work. Later, he made his home in the charming town of Placerville, California, where he enthusiastically supported local businesses and shops on Main Street in Old Town Placerville. Neal's work ethic was matched only by his dedication to his community, where he was a familiar and friendly face.
Beyond his professional life, Neal had a passion for adventure and innovation. He was often spotted riding the vibrant orange electric scooter he meticulously built himself, a testament to his creativity and ingenuity. Neal was also an off-road enthusiast, finding joy in the freedom and excitement that came with exploring the road less traveled. His love for nature and exploration was a reflection of his spirited and adventurous soul.
Neal will be remembered not only for his good nature and willingness to lend a helping hand but also for the countless lives he touched with his warmth and generosity. His gentle spirit and open heart left an indelible mark on all who had the privilege of knowing him.
