Leo departed this life on October 1, 2026, at the age of 58, leaving behind a legacy of love, dedication, and service to his community. Born on May 6, 1968, in Chester, Pennsylvania, Leo was the cherished son of Inell Latney Payne and James F. Payne. He was preceded in death by his loving parents and his sister, Chanie. Raised in a family that valued education and community service, Leo carried these principles throughout his life with unwavering commitment. Leo's journey in education began after graduating from Chester High School in 1986. He pursued higher education with a passion, earning a Bachelor’s degree in Education from Temple University in 1991, followed by a Master's degree in Education from Widener University. His dedication to education was evident in his career, beginning as an elementary teacher in the Philadelphia School District. Leo spent ten years inspiring young minds before accepting a role as Dean of Students in the Chester Upland School District. Over the past 16 years, he impacted countless lives, nurturing and guiding the children of his community with compassion and wisdom. A man of deep faith, Leo was an active member of Shiloh Baptist Church, where he grew up and continued to contribute to the spiritual fabric of his community. Known for his quick wit and warm smile, Leo had a unique gift for making everyone feel welcome and valued. One of the most beautiful chapters of Leo’s life began at Lincoln University, where he met his beloved wife, Belinda, while they both attended Temple University. Their love story, which began as an ordinary day on campus, blossomed into an extraordinary life together. Married on June 15, 2000, Leo and Belinda shared 26 years of love, laughter, and commitment. Together, they raised six wonderful children: Leo Jr., Stephanie, Paris, Torrei, Bartram, and Kimberly. Leo’s unwavering devotion to his family was evident in every aspect of his life. He leaves behind a legacy of love, cherished by his children, his brother Charles, sister Kamille, extended family, and countless friends whose lives were enriched by his presence. Though his physical presence is no longer with us, the lessons he imparted and the love he shared will continue to live on in the hearts of those who knew him.
